Vlad the Installer is a workman at Khallos' secret base, who gets a slap when anything breaks down, most likely meaning that he is in charge of the other engineers at Stanizlav Train Depot. He works alongside Leonid and Oleg, two Americans, and Erik, a fellow Russian. He can be heard bossing Erik about in the turbine room.
