Victorian Crow is Jacob Crow, in an outfit suiting the time period of 1924. Despite his title, he was not seen during the Victorian era within the events of the game. He is seen only on the island of Urnsay, in 1924. However, since the underground city of Kronia was complete by 1924, it is not unreasonable to assume that Crow initiated the excavation and the construction of the city sometime during the Victorian era.
When Cortez first saw Jacob Crow, he escaped out of the room, down a secret tunnel and down a lift where he could not follow and allowed his goons to shoot at him. However, later after he and Captain Ash adventured through the castle, Cortez discovered him in a room inside the island, however, he seemed to disappear using a piece of technology he held. At the time, Cortez didn't know of Jacob Crow, his power, or importance, nor that he was there mining for the Time Crystals.

- His gesture is identical to Jacob Crow's, but with a different pitch and no time warp sound effect.
- This version of Crow is the only one that makes an appearance outside of Story mode, in the (Arcade League).
- In earlier builds of the game, his character biography is the same as that of Mad Old Crow.
- In the Italian dubbing of the game, he is named Killer Crow.
