Archibald Granville Khallos is the arch-nemesis of Harry Tipper and is largely based on Ernst Stavro Blofeld, the recurring head of the criminal organisation "SPECTRE" in the James Bond books and films. This is a fitting choice to base him on since most of the team behind TimeSplitters also worked on Goldeneye 007 for the Nintendo 64. Khallos has appeared in both TimeSplitters 2 and TimeSplitters Future Perfect as Harry's rival.

In TimeSplitters 2, Khallos was planning to unleash the power of sub-atomic particles from his secret island base. He had captured Harry Tipper and attempted to kill him, however Tipper escaped and Khallos, rather than be brought to justice, started his base's self-destruction sequence. Tipper managed to deactivate the bombs and destroy Khallos' Atom Smasher, killing the supervillian in the process.
Khallos owns a Zeppelin (Zany Zeppelin), a train (The Khallos Express), a Hangar (Superfly Lady), and an island (Atom Smasher). He also has a cat called Strudel.
TimeSplitters Future Perfect[]
In TimeSplitters Future Perfect, Crow has combined forces with Khallos in what is chronologically the first encounter with him. Crow promised Khallos eternal life, and Khallos gave him a small army in return, which was used to protect Urnsay, the island were Crow was mining the time crystals. In his own plot, Khallos is attempting to start World War 3 by launching a nuclear missile from his train. He has also kidnapped Harry Tipper's girlfriend Kitten Celeste in an attempt to keep Tipper off his back. Cortez and Tipper eventually catch up with Khallos and put an end to his plans and rescue Kitten.

- The name 'Khallos' is a spelling variation of the word 'callous', meaning emotionally hardened and unfeeling.
- Despite his connections with Russia, Khallos actually seems to have either a British or German accent.
- In TimeSplitters 2, Khallos has short dark brown/black hair, however in TimeSplitters Future Perfect he has very closely cropped blonde hair.
- Cpt. Ash, Harry Tipper, Dr. Peabody, Khallos, Henchman, Chinese Chef, Jo-Beth Casey, Chastity, and Cortez are the only characters in the series to have more than one voice set to themselves.
- In TimeSplitters Future Perfect, he reuses most of Mister Big's voice clips (which were used by Dr. Peabody in TimeSplitters 2), while his TimeSplitters 2 voice clips, voiced by Mac McDonald, are reused for Ghengis Kant.
- Ghengis Kant reuses Khallos' TS2 fire scream.
- Dialogue in The Khallos Express reveals that Khallos has been scheming for roughly 20 years, and that he was "foiled every time by that damn Harry Tipper".
- There is an assault rifle in the remake of Goldeneye 007 called the 'Kallos-TT9', which could be a reference to him.
- Graeme Norgate confirmed that Khallos was voiced by character artist Les Spink.
